Most importantly, I understand why we choose to live here. We live on mini farms and ranches because we value slow-paced living, open space, and a strong sense of community. I believe the Board should support that lifestyle while helping the community run smoothly and fairly.
What I Bring to the Board:
Many of you may remember that I served a three-year term as Secretary and Treasurer, which gave me a solid understanding of how our POA works and how important clear communication and responsible budgeting are to all of us.
Professionally, I’ve spent 20 years as a Project Manager in manufacturing and engineering, where teamwork, planning, and follow-through are essential. Today, I’m the General Manager of the Historic Grand Canyon Hotel, the oldest hotel in Arizona, right in the heart of Williams. In that role, I manage budgets, projects, vendors, and people every day—always with an eye toward long-term success and doing things the right way.
Most importantly, I’m a good listener, a problem-solver, and someone who believes neighbors deserve transparency, respect, and practical solutions.
What I’d Like to See for Howard Mesa Phase 1:
My hope is to help keep Howard Mesa strong, well cared for, and connected. I’d like to focus on:
· Friendly, consistent communication so no one feels out of the loop
· Ongoing attention to roads and community maintenance
· Clear and easy-to-understand financial transparency
· Fair and reasonable CC&R compliance, applied with common sense
· Finding ways to strengthen community involvement and neighborly connection
Howard Mesa Phase 1 is a unique and beautiful place, and I truly want to see it thrive for years to come. I would be honored to earn your vote and the opportunity to serve our community again.

In my years on the board, we saw many improvements to the operation and the
community as a whole. In the operation, we went to quarterly meetings and opened those meeting to the
owners for input. We moved the annual meeting from a picnic style to a restaurant lunch which increased
attendance from about 10 to nearly 100 attendees. We incorporated a formal election process for new
board members at those meetings as well as providing annual financial records and an annual report on
the state of the association. We also offered a proposed budget for the following year.
What skills or knowledge you would bring to the Board:
My experience comes from years of working on private and county roads for over 30 years. In that time
l've also operated skid steers, excavators, gravel dumps and more. That also includes installing septic
systems, cisterns, driveways, foundation pads and roads of nearly all types of materials.
What improvements or changes you would like to see within Howard Mesa Phase 1?
My background began as an infantryman with the USMC primarily in security and served during the mid
1980's which was during the Lebanon effort and was stationed there at the time of the hotel bombing in
which over 200 marines were killed. My primary position had been security and recon. My military
training has helped me focus on the necessary little things that affect operations while attending to the
future neds of our community.
My work with the board allowed me to oversee the security of our
community against trespassers, etc.
I feel my work with the board has had a positive impact on providing my experience to solve problems
and provide professional guidance relative to road maintenance and repair. I would like to continue
providing working solutions to the association.

I'm running for re-election to the Howard Mesa POA Board of Directors. As a current member, I am focused on improving our community’s roads and working with the Board and residents to ensure safe, reliable access for all.
With 30 years in construction and accounting, I understand how to manage and improve infrastructure. I've built wastewater treatment plants and worked extensively on roads, preparing me to tackle our community's road challenges. I am committed to raising road standards for all residents.
Proposed Road Maintenance Budget and Planning Approach
A detailed budget assigns maintenance funds to each road for better planning and resource use. This proactive method shifts the Board's focus to preventing damage and keeping roads up to CC&R standards, serving residents by anticipating problems.

I was a previous member on the board serving for three years as the e-comms (web & email) administrator. I attained a good understanding of the boards responsibilities as well as limitations from my prior tenure and through my continuing roll maintaining our POA website and transmitting email blasts to ensure owners have easy access to board meeting activities, budgets, minutes and announcements. On my last service on the Board I traveled up and made 31 of 32 meetings.
I am a retired Air Force veteran with 34 years of service in the USAF and Air National Guard overseeing operations and maintenance of a variety of communications and networking technologies. I attained my last rank as Chief Master Sergeant which I held for 19 of my 34 years of service. After the military I worked for Time Warner working in IT in operations and served as the Sarbanes Oxley (SOX) compliance manager and POC for external audits of same.
I hold a B.S. in IT and Business Administration from Colorado Technical University.
My past experience and skills will aid in implementation of serveral online services the association is planning to offer in the next several years.

I retired approximately three years ago after a long career in heavy equipment operations and transportation. I am a heavy equipment owner and operator with extensive experience in hauling, grading, and road construction. I owned and operated Marine Transport in Nevada, providing service and transport for large
equipment and maritime systems, including large vessels. Prior to that, I spent 25 years with SunState Equipment Rental and Sales as a manager, specializing in heavy haul transportation and logistics.Throughout my career, I trained operators nationwide for certification on a wide range of
heavy equipment. I have hands-on experience with most types of heavy road equipment and roadwork, including graders, excavators, and gravel hauling operations. I also own equipment for hauling road materials such as basalt and cinders and have the capability to
perform grading work.
Why I Want to Continue on the Board
Over the past year, I’ve learned a great deal about the association’s road needs and thechallenges we face. One of the biggest issues is the limited number of qualified road contractors available to us. While several local startups are eager to help, many lack the experience required for projects of this scale. HMR roads are larger and longer than those in most subdivisions, and they are not comparable to simple driveway work. These roads must withstand long-term, heavy use. I bring experience with large road projects and believe my knowledge and input are important assets to the association. Successfully managing work of this size requires expertise, careful planning, and an understanding of long-term performance—and I can help guide those decisions.
I truly love living here. Moving from a large city to a rural community has always been a dream of mine. The peaceful setting, quiet lifestyle, and the way neighbors help one another are what make this place special and why I chose to retire here. Like many others,
it took time to navigate county permits, loan documents, and inspections to get our home built. The county has changed over the years, with new inspectors and new requirements appearing regularly, making the process more challenging.
We need a board that understands what it takes to build a home and work through these realities. While adherence to the CC&Rs is essential, we do not need an overbearing board that focuses on punishment rather than cooperation. Building a strong, supportive
community is just as important as enforcement—and that cooperation is key to maintaining and increasing our property values.

I have been a resident of Williams, Arizona for four years and am deeply invested in the long-term success and transparency of our community.
I am the owner and operator of Route 66 Jiu Jitsu & Grand Canyon MMA, a locally based small business serving families, youth, veterans, and adults throughout the Williams area. Prior to this, I owned and operated a marketing company for several years, which provided me with strong experience in organization, communication, budgeting, project oversight, and leadership.
In recognition of my community involvement and local business impact, I was honored to be nominated for both Man of the Year and Business of the Year by the City of Williams. I view these nominations not as personal accolades, but as a reflection of the trust and relationships built through consistent community engagement.
I am seeking a board seat because I want to contribute to clearer communication, accountability, and public trust, particularly as it relates to road projects and public works. As a resident and business owner, I believe the community benefits when projects are transparent, well-documented, and accessible to the public.
Specifically, I would like to advocate for a checks-and-balances framework that includes:
• Clearly defined and publicly posted road projects
• Written bids or estimates prior to approval
• A documented purchase order (PO) system
• Completion sign-off by two parties before payment
• Public posting of road maintenance schedules and responsible contractors
These practices reflect standard private-sector accountability and help ensure fiscal responsibility, clarity, and confidence in the use of public funds.
I bring a practical, solutions-oriented mindset and a strong desire to serve Williams with integrity. I am not seeking this role for personal gain, but to help strengthen communication, accountability, and community confidence in local governance.

My wife (Alicia) and I have been visiting Williams for over 15 years and part-time residents for the last two years. Now that we are retired and our home is complete, we are making the move to permanent residents as I write this.
In regard to skills or knowledge that I would bring to the Board, I'm a retired Police Sergeant from the Downey Police Department (suburb of Los Angeles). I was a Police Officer for 30 years and worked a variety of assignments. During my time as a supervisor (Police Sergeant), I was assigned various positions and collateral assignments. These included Patrol Operations, Special Operations and Administrative/Internal Affairs Supervisor. Through these positions, I dealt with various conflict resolution situations which included de-escalation of volatile situations. As the Special Operations Sergeant, I was in charge of various State funded grants and Patrol Operations yearly multi-million-dollar budget regarding the purchasing of equipment for Patrol Operations. As the Administration/Internal Affairs Supervisor, I again was in charge of the equipment budget for Administration and oversaw grants.
Collaterally, I oversaw our Range Operations, Use of Force/Arrest and Control Training, Special Response Team and Neighborhood Watch Program. As a result, I was responsible for briefing and informing key stake holders (Management, City Officials and Community Boards) of our responsibilities and solutions to safely and effectively carry out the missions of the Department and the desires of the community.
In regard to what improvements or changes I would like to see within Howard Mesa Phase 1, transparency would be number one. As a Board Member, we are entrusted by our members to have their best interest at heart. It can be easy to make promises and ensure something is going to be corrected, but if we fail to be transparent in our actual work, then our words as Members can lose trust.

Background: US Army Veteran Combat Medic Vietnam 1968 to 1969 and Germany till 71. Active in the Veterans of Foreign Wars and as commander of our local chapter.
Experience: I’ve worked in mechanical engineering fabricating prototypes and production models for major companies such as GE and GMC. I’ve worked in fabrication and welding and maintain my own workshop to create metal structure for our place and sometimes for neighbors who might need some help for their ranch or farm. I can also help.
As a past president I was instrumental in finalizing the contract with 4Hills for the maintenance of the Common Roads Big Elk Latigo and Jack Rabbit and successfully secured the agreement the 4Hills will cover 60% of the cost of the maintenance of those roads. This has proven a win for HMRPOA and the roads have markedly improved over the years.
I would like to return as a board member to keep our association working as an efficient and solvent representative of the community, while maintaining the lifestyles we all bought here for. We want to keep our board focused on why we live here. Not just the stunning views and peaceful atmosphere but for the relationships we have with our neighbors. We all work together and help each other out when we’re needed and sometimes without asking. I didn’t buy all this land to have a nice lawn. I wanted my own workshop to tinker, a garden to grow my own food, some animals and to just live a nice retirement. I don’t want some nosy HOA checking everything we do. We follow the CC&Rs and if there’s a problem I expect my neighbor to tell me about it and I’ll fix it. My years here have told me this is what people want. The POA is not an HOA. We need to be concerned more with the infrastructure. We pay dues to maintain and repair our roads. Enforcing the CC&Rs doesn’t mean looking for compliance but addressing the should it come up. According to our attorneys our Articles Of Incorporations say our concern is ROADS not lifestyles. The CC&Rs can end up in a slippery slope with board members in golf carts complaining about a dead tree or an extra car being worked on or eventually what color your house is. Paying attention to the wants and needs of Howard Mesa is foremost in our attention.

I own several businesses in the area. Forestry company, coffee shop,General Store, air bnb, real estate, farm. Each of these provide me with various levels of leadership experience, budgeting skills, and project planning and management. The forestry company has me interacting with communities all across the state and southwest.
Additionally, I spent 10 1/2 years as an officer in the US Navy. I served on ships and in combat with Naval Special Warfare in Iraq. My last duty I was 3rd in command of USS Sterett DDG 104 as the Operations Officer out of San Diego. I oversaw all ship movements, day to day operations, training of a 350 crew and overall battle readiness. I am adept in conflict resolution.
What improvements or changes you would like to see within Howard Mesa Phase 1
I believe first and foremost in increasing the property values of ALL owners. I believe this is done through:
1. Adherence to the CC&Rs and the standards we set as a community.
2. Providing safety and security to our owners
3. Maintaining the roads so that each project and repair can be built upon by the next project and repair so that we have continuous improvement. This provides for fiscal responsibility and a planned process.
I would also like to see and foster more community involvement in the governance of our community.
